Description
Recent growing awareness of the current rise in international migration flows has lead Paraguay to strengthen its formal mechanisms of assistance to migrants abroad, moving towards the protection of migrants’ rights and the fight against trafficking and smuggling networks. This shift was key in the recent establishment of the Directorate of Support to the Paraguayan Communities Abroad.

The request was submitted by the Directorate for Support to the Paraguayan Communities Abroad, Ministry of Foreign Affairs to support its capacity development needs and train its staff on consular protection.

After a training needs assessment mission, two training sessions were organised on migration management for staff located and the Headquarters and for consular staff posted in the EU. The latter training was organised in Madrid, gathering Paraguayan consular staff from other EU MS consular posts (Germany, Austria, Spain, Italy and France).
