Malawi faces a complex web of challenges linked to irregular migration from, to and through the country and they are in part due to the socio-economic situation and ease of travel, but are also linked to the challenges the country faces with the management of migration. In order to provide a comprehensive response, the Government developed its Strategic Plan 2007-2012 giving priority to issues related to border management, documentation and citesnhip; irregular migration and trafficking; and increased services delivery and organisational effectiveness.

To support its efforts the the Ministry of Home Affairs and Internal Security (MHAIS), through its  Department of Immigration requested MIEUX’s assistance to support its efforts to develop a set of common border management procedures for the Department of Immigration to ensure a standardised understanding of roles and responsibilities at borders amongst the Department of Immigration staff.

Following an assessment, a Practical Handbook for Immigration Officers on Border Procedures in Malawi was developed collaboratively with the MIEUX experts. Training sessions were organised in Mwanza and Lilongwe and select immigration officers participated in a training of trainers.
