Objective

In 2020, the Moldovan Ministry of Internal Affairs (MIA), via the General Inspectorate of the Border Police (GIBP), has requested support from MIEUX+ to ensure quality assurance for the application of integrated border management (IBM) principles in Moldova. The action will support the Moldovan authorities in developing an inter-institutional monitoring and evaluation mechanism for the implementation of their IBM strategy.

  • Activity 1: Fact-finding, planning and launch of the Action

  • Activity 2: Assessment of Moldova's legal and institutional framework for the application of IBM principles

  • Activity 3: Knowledge exchange of good practices with EU MS and EU institutions

  • Activity 4: Development of a Practical Handbook for monitoring and evaluation in the application of IBM principles in Moldova

  • Activity 5: Training course development on monitoring and evaluation in the field of IBM implementation based on the Practical Handbook

  • Activity 6: Training of trainers on monitoring and evaluation in the field of IBM implementation based on the Practical Handbook

Results and outputs

  • Assessment report on Moldova’s legal and institutional framework for the application of IBM principles and related recommendations for monitoring and evaluation.
  • Practical handbook for monitoring and evaluation in the application of IBM principles in Moldova (based on the findings and recommendations of the Assessment Report).
  • Training course on monitoring and evaluation of the application of IBM principles for officers at middle and senior management levels.
