Peru IV: Capacity building on International Protection

Objective

The objective of this Action is to enhance the capacity and quality of the Peruvian asylum services.

Specific objectives:

  1. Strengthen the capacities of members of the Peruvian Special Commission for Refugees (CEPR) on the legal and practical framework of asylum procedures at EU Member State (MS) airports.
  2. Raise awareness on the core obligations of first-contact officials and the rights of persons who may be in need of international protection, in particular children, unaccompanied children, disabled people and victims of human trafficking, torture or sexual violence.
  3. Strengthen the capacities of asylum case officers to assess asylum applications.

Activities

Activity 1: Bilateral meetings and Knowledge Exchange Session on the EU Common Asylum System

Activity 2: Study visit to two EU MS airports for selected Peruvian delegates

Activity 3: Workshops on access to the asylum procedure and inclusion

Activity 4: Workshop on interview techniques for asylum case officers (esp. vulnerable persons)

Activity 5: Workshops on evidence assessment and exclusion

Results and outputs

Results

  • The Members of the CEPR enhance their knowledge on the Common European Asylum System and in particular the legal and practical framework of asylum procedures at EU MS airports.
  • First contact officials increase their awareness on their core obligations and the rights of persons who may be in need of international protection.
  • Asylum case officers acquire the knowledge and skills to better assess asylum applications.

Outputs

  • Report produced by the Peruvian study visit participants with concrete recommendations on how EU MS practices could be adapted to the Peruvian context.
