Contribute to supporting the Belarusian authorities in enhancing the management of labour migration, with a special focus on the legal framework.


Activity 1: Fact-finding mission on a snapshot of the external labour migration situation, and the legislative and institutional frameworks

Activity 2: Workshop on international labour migration and migration-related conventions and standards, and their links to national legislation

Activity 3: Drafting workshop of an impact assessment/feasibility study of selected international labour migration conventions and related human rights instruments

Activity 4: Remote support for the finalisation of the impact assessment/feasibility study

Activity 5: Workshop on the actions at legislative and policy levels to be undertaken by Belarus in order to enhance overall labour migration management

Results and outputs


  • Improved capacities of the Belarusian authorities in the area of labour migration
  • Expanded understanding and skills of institutions directly involved in the ratification and implementation of international conventions
  • Improved drafting skills of the Belarusian authorities to amend national law and the impact assessment/feasibility study
  • Strengthened inter-institutional cooperation on labour migration and migrant workers’ human rights, including with parliamentarians and civil society organisations


Impact assessment/feasibility study, the findings of which can be used as a basis for further action regarding the definitive signing of the conventions
