Description
From a historical country of emigration, exporting workers to the USA for more than a century, Mexico has increasingly emerged as a transit State for migrants seeking to enter the USA. In recent years, Mexico has faced changes in human mobility, going from individual and small migrant groups to large caravans. Another characteristic of these recent trends is the increase in the number of people in vulnerable conditions, such as unaccompanied migrant children and adolescents.

This new reality prompted the National Institute for Migration (INM) to request MIEUX for support in creating a Protocol to improve the processes of preparation, reception, identification and referral of migrants, through a comprehensive government response that complements and provides comprehensive attention to the mandate and tasks during these situations.

Mexico IV was the continuation of previous Action (Mexico III) that resulted in the creation of the “Protocol of Attention to Migrants in Large Flows in Mexico” and was interrupted by the COVID-19 pandemic. Mexico IV focused on the implementation of the remaining activities (launch of the Protocol and training development) as well as on the sustainability of the Protocol by creating training modules.
