Hampered by limited professional opportunities, Tajik migrants emigrate on circular or seasonal migration flows to neighbouring countries, mainly Russia and Kazakhstan. The Government wanted to explore further opportunities by concluding new labour and mobility agreements that would diversify the pool of destination countries available to their citizens who decided to migrate.

In its third project in the country, MIEUX supported the Ministry of Labour, Migration and Employment of Tajikistan between 2017 and 2019 in producing a roadmap on external labour migration that would guide subsequent steps towards this diversification of destination countries.

After a comprehensive needs assessment, a combination of workshops using European practices in the field of labour migration and protection of workers' rights as a guide, participating staff from the Ministry learned about possible models for the effective management of external labour migration and diversification strategies as well as international, European and human rights standards for the protection of migrant workers’ rights.
