Objective

Strengthen the capacities of the Mexican migration authorities on identification, monitoring and adequate protection of unaccompanied minor migrants. 

Activities

Activity 1

Consultative bilateral meetings with key government stakeholders and interactive coordinating session involving main federal institutions involved in the assistance and protection of unaccompanied migrant children.

Activity 2

Seminars on best interest assessment and 1st high-level dialogue on assistance and protection of unaccompanied migrant children

Activity 3

Regional workshop on protection and assistance of unaccompanied migrant children (including participation from representatives of El Salvador, Guatemala, Honduras, Mexico, the United States, as well as several NGOs and international organisations).

Activity 4

Remote support to develop a Manual on European Good Practices with regard to Protection and Assistance of Unaccompanied Migrant Children

Activity 5

Workshops on Protection and Assistance to Unaccompanied Migrant Children and Adolescents and 2nd High-Level Dialogue on Protection and Assistance to Unaccompanied Migrant Children

Results and outputs

Results

  • Improved understanding, capacities and skills of institutions directly involved in the protection and assistance of unaccompanied migrant minors, in particular, the National Institute of Migration, the National Commission for Refugee Assistance and National System for Integral Family Development.

Outputs

  • The two high-level dialogues helped to discuss shared strengths, challenges and lessons learnt across European Members States and Mexico with regard to the protection and assistance of unaccompanied migrant children 
  • Handbook on good practices in the European Union related to the protection and assistance of unaccompanied minors. On the basis of this handbook, the capacity building department of the National Institute of Migration developed an online course for its child protection officers (oficial de proteccion a la infancia), which was launched in 2019
  • Based on the results of the activities, a thematic factsheet on unaccompanied migrant minors in Europe and Mexico was developed
