Objective

Overall objective 

Strengthen the capacities of the DGME to effectively manage different types of migration situations, including those concerning particularly vulnerable migrants.

Specific objectives 

  • Enhance the knowledge and expertise of public authorities in Costa Rica on the management of selected migration situations, and the identification and protection of particularly vulnerable migrant populations through the revision of the Protocol for the Special Migration Situations Team (ESME).
  • Support the DGME in effectively implementing the Protocol for the Special Migration Situations Team through thorough monitoring and evaluation mechanisms.
  • Contribute to the development of tailor-made materials for the comprehensive training of public authorities dealing with special migratory situations, and taking into account the specific needs of vulnerable migrants.
  • Assist the DGME and other relevant authorities in reinforcing their training roles in the broader field of migrant management.

Activities

Activity 1: Fact-finding mission

Activity 2: Online survey on the particular training needs on the management of specific migration situations, and the identification and protection of vulnerable migrant population

Activity 3: Coordination meeting and workshop for the updating of the Protocol for the ESME, with a special focus on monitoring and evaluation mechanisms

Activity 4: Remote support for the updating of the ESME Protocol

Activity 5: Presentation of the ESME Protocol and Training of Trainers

Activity 6: Replica Trainings on the border on the updated Protocol for Assistance at Special Migration Situations (ESME Protocol)

Results and outputs

Results

  • The Protocol for the ESME is revised in line with current national, regional, international and human rights standards, and mechanisms for its implementation are reinforced.
  • The theoretical and practical capacities of central and local actors involved in the management of special migration situations and/or the identification and protection of vulnerable migrant populations are reinforced and made available for use.
  • Inter-agency coordination in selected areas of migration management, and the identification and protection of vulnerable migrant populations is strengthened.
