Costa Rica III: Smuggling of Migrants and Trafficking in Human Beings

Objective

The overall objective of this Action is to increase the capacities of the DGME to effectively manage different types of migration situations, including those concerning particularly vulnerable migrants.

The specific objectives of this Action are to:

  • Enhance the knowledge and expertise of public authorities in Costa Rica on the management of selected migration situations, and the identification and protection of particularly vulnerable migrant populations through the revision of the Protocol for the Special Migration Situations Team (ESME).
  • Support the DGME in effectively implementing the Protocol for the Special Migration Situations Team through thorough monitoring and evaluation mechanisms.
  • Contribute to the development of tailor-made materials for the comprehensive training of public authorities dealing with special migratory situations, and taking into account the specific needs of vulnerable migrants.
  • Assist the DGME and other relevant authorities in reinforcing their training roles in the broader field of migrant management.

Activities

Activity 1

  • Consultative meetings on the management of special migration situations;
  • Field visit to the border and/or to a migration centre; and Reflection session on the needs assessment survey

Activity 2

Online survey on the particular training needs on the management of specific migration situations, and the identification and protection of vulnerable migrant populations

Activity 3

Workshop for the updating of the Protocol for the ESME, with a special focus on monitoring and evaluation mechanisms, as well as on training methodologies

Activity 4

Remote assistance for the finalisation of the updated Protocol for the ESME and of corresponding training materials

Activity 5

Workshop on the updated Protocol for the ESME + Training of Trainers on the management of special migration situations

Activity 6

Replications of training on special migration situations, and the identification and protection of vulnerable migrants based on the updated Protocol for the ESME

Results and outputs

The Protocol for the ESME is revised in line with current national, regional, international and human rights standards, and mechanisms for its implementation are reinforced.

The theoretical and practical capacities of central and local actors involved in the management of special migration situations and/or the identification and protection of vulnerable migrant populations are reinforced and made available for use.
