Objective

Support the Inter-ministerial Committee on Migration to develop the National Strategy to Counter Irregular Migration.

Activities

Activity 1: Bilateral working meetings in order to map out the ongoing irregular migration-related activities implemented in Niger and 1st Introductory Information Session on Irregular Migration;

Activity 2: Second Information Session on Irregular Migration focusing on Pre-Entry-, Entry- and Exit-related Matters mainly related to Border Management, the Needs of Vulnerable Migrants at Borders and within the Territory, and Referral Mechanisms, and a Drafting Session on the sections of the Strategy pertinent to these;

Activity 3: Remote assistance in drafting the National Strategy to Counter Irregular Migration;

Activity 4: Third Information Session on Irregular Migration focusing on the Detection of Irregular Migrants and Criminal Networks within the Territory, and Investigation Techniques and Prosecution for Irregular Migration Cases, and a Drafting Session on the sections of the Strategy pertinent to these;  

Activity 5: Remote assistance in drafting the National Strategy to Counter Irregular Migration;

Activity 6: Fourth Information Session on Irregular Migration focusing on Return and Pathways out of Irregularity, and Drafting Session on the sections of the Strategy pertinent to these;

Activity 7: Remote assistance in drafting the National Strategy;

Activity 8: Finalisation workshop for the National Strategy to Counter Irregular Migration.

Results and outputs

  • The capacities and practical knowledge of Nigerien authorities on how to develop a strategic document are enhanced;
  • A National Strategy to Counter Irregular Migration in Niger is drafted by the Nigerien authorities with the support of the MIEUX experts;
  • Knowledge of issues pertinent to pre-entry-, entry- and exit-related matters mainly pertinent to border management, the needs of vulnerable migrants at borders and within the territory, and referral mechanisms is enhanced;
  • Knowledge of issues pertinent to the detection of irregular migrants and criminal networks within the territory, investigation and prosecution techniques of irregular migration cases is enhanced;
  • Inter-agency coordination in the field of irregular migration is strengthened.
