To assist the authorities in developing a comprehensive migration and citizenship policy.


Activity 1: Fact-finding mission

Activity 2: Session on developing a comprehensive approach to labour migration policy, migration and development, and fostering diaspora links

Activity 3: Session on the management of irregular migration

Activity 4: Session on return and reintegration

Activity 5: Assistance in the formulation of the National Migration and Citizenship Policy

Activity 6: Joint Drafting Workshop to support the formulation of the National Migration Policy

Activity 7: Drafting Workshop to support the formulation of the Action plan 

Activity 8: 3 Regional consultations with local administrations to refine Policy and Action Plan

Results and outputs


  • A national task force and a core group in charge of developing the national policy was formed

  • National legislation on migration and citizenship was reviewed with a view to harmonising policy documents and legislation 


Draft National Migration Policy and Action Plan


The cooperation is exceptional to all including the experts as it opens all participants to consider new approaches and understand the perspectives of divergent views. The institutional take away for me is how to manage variant views and still remain true to the set goals and objectives without imposing.
